From Preliminary Studies to Green Electricity
From Preliminary Studies to Sustainable Electricity
The Hesselø Offshore Wind Farm is to be built in the Kattegat, north of Zealand, and will have a capacity of between 0.8 and 1.2 GW. Vattenfall has been selected as the winning bidder and will be responsible for the development, construction, and operation of the wind farm. The offshore wind farm is scheduled to begin generating electricity in 2032 and is expected to be fully operational by the end of that year.
With its strategic location in the Kattegat, specialized facilities, and experience gained from projects such as the Anholt Offshore Wind Farm, the Port of Grenaa is ready to engage in dialogue with Vattenfall, suppliers, and other stakeholders regarding a potential partnership.
The new call for bids was published on November 20, 2025, with a deadline for bids of May 20, 2026. The Danish Energy Agency received five bids.
On August 4, 2026, Vattenfall was selected as the winning bidder with a price of 542 DKK per MWh. The next step is to sign the contract once the final review of the documentation and the legal formalities related to the tender have been completed.
In 2023–2024, Energinet conducted preliminary studies for the Hesselø Offshore Wind Farm.
The studies cover, among other things, the seabed, wind conditions, and the environment in the planning area, as well as potential cable corridors at sea and on land. The results reduce project risk and serve as the basis for Vattenfall’s further project planning and environmental impact assessment.
The Hesselø plan underwent an environmental assessment and was approved by the Danish Energy Agency on June 26, 2024. The plan was updated on November 18, 2025.
In addition, the specific project must undergo an environmental impact assessment of both the offshore facilities and the relevant onshore facilities. Vattenfall will prepare the assessment, and the public will be consulted through new public hearings.
The Hesselø Offshore Wind Farm is to be built in the Kattegat, north of Zealand, and will have a capacity of between 0.8 and 1.2 GW, depending on Vattenfall’s final project plan.
The plan includes offshore wind turbines, one or more offshore transformer platforms, and subsea cables, as well as cables, high-voltage facilities, and any necessary grid reinforcements onshore. The specific design, including the size and number of turbines, will be determined through Vattenfall’s further project planning and regulatory review.
Hesselø is scheduled to be connected to the grid at the Hovegård High-Voltage Substation.
The connection includes subsea cables from the offshore wind farm, onshore cables and high-voltage facilities, as well as any necessary upgrades to the power grid. The final solution will be determined during the further design phase and regulatory review.
